Robert Cecil: He was James
I's Secretary of State. He was also titled as the Earl Of Salisbury. A
king maker, he was hunchback and chronically ill. As a landowner whose
land was stolen from English Catholics, he lead a diabolical crusade against
Jesuits. Cecil's philosophy of toleration stressed the distinction between
the practice of religion and the practice of politics. Those who practiced
religion only could be tolerated-and were. He was an enigmatic politician.
It is thought that he tolerated the gupowder plot as a test to determine
the loyalties of Catholic subjects. They failed the test. Had the plot
been dropped or discouraged by the Jesuits with the influence of the pope
the role of Catholics in English society might have been improved.
